So the task ahead is clear: We need to com­ple­ment mass vac­ci­na­tion with a na­tional plan that ap­plies the lat­est in­no­va­tions in dis­cov­er­ing and di­ag­nos­ing vi­ral out­breaks. We must add just-in-time vac­ci­na­tions, al­lo­cat­ing a por­tion of our vac­cine sup­ply, per­haps 10% to 20%, for out­break con­tain­ment, and tar­get each new out­break with the vac­cine shown by ge­nomic test­ing to be most likely to suc­ceed against it.
